In July 2009, the Hawai‘i P-3 Initiative selected two community partnerships as demonstration projects to develop models of successful, seamless experiences for vulnerable children in early childhood education (P) and elementary schools (K-3) to improve access and quality early education experiences, particulary around literacy.
Issues, needs, and promising practices identified through these demonstration projects will be disseminated to inform system-building, led by the Early Learning Council, Hawai‘i State Department of Education, and the University of Hawai‘i.
The demonstration projects consist of 22 early childhood programs and elementary schools in two sites: Nanakuli-Waianae Complex and the Farrington Complex. Both sites have seven areas of focus.
NANAKULI-WAI‘ANAE COMPLEX DEMONSTRATION PROJECT
The core of the Nanakul-Wai‘anae Complex P-3 demonstration project sites consists of the Institute for Native Pacific Education and Culture (INPEACE), Keiki O Ka'Aina early childhood programs and seven elementary schools in the community:

- Ma‘ili Elementary School
- Nanaipaono Elementary School
- Nanakuli Elementary School
FARRINGTON COMPLEX DEMONSTRATION PROJECT
The Farrington Complex P-3 demonstration project sites consists of Kindergarten Children Aid Association (KCAA) Preschools of Hawai‘i, Parents and Children Together (PACT) and Honolulu Community Action Program (HCAP) early childhood programs and nine elementary schools in the community.
